Storm total .91". 29: Much colder and blustery with flurries and a high of only 28. MONTHLY SUMMARY February was cold, with a snowy first half then no measurable snow after the 15th. An arctic outbreak after a storm on Groundhog Day (2nd) and the day after dropped moderate snows, brought the coldest air of the 1995-96 season with record lows of -2 and 0 on the 4th and 5th, respectively. Temperatures moderated after the 20th which is a typical pattern for February. Still temperatures were below normal, with precipitation also below normal but slightly above average snowfall.
